What is a Cover Letter?
On Upwork, a cover letter is the written message a freelancer attaches to a proposal. It is not a separate document like the cover letter you would send with a job application. It is a plain-text field inside the proposal form, capped at a few thousand characters, and it sits at the very top of what the client sees. The cover letter is the freelancer's one chance to show they read the job, understand the problem, and can deliver. Everything below it - portfolio links, hourly rate, profile photo - only gets clicked if the cover letter earns the click.
How Cover Letters work on Upwork
When you click apply on an Upwork job, the proposal form opens. The cover letter is the first and largest field on that form. There is no formatting, no attachments inside it, and no preview that looks different from what the client sees - just a text area.

A client posts a job asking for a Webflow developer to fix a slow product page. A generic cover letter starts with "I am an experienced web developer with skills in many CMS platforms." A strong one starts with "I rebuilt a Webflow product page last month that dropped load time from 4.2 seconds to under 1, and the fix was almost entirely image and font cleanup.
